Prof. Paulo José dos Reis Pereira, PhD

Holds a PhD in political science/international politics (Unicamp, Brazil, 2011) and a post-doctoral thesis in international relations entitled “Global Cannabis Co.: cracked consensus - a study of international relations on the drug-capitalism nexus” (PUC-SP, Brazil, 2022). He is currently an associate professor in the area of International Relations at PUC-SP (since 2007), a professor at the San Tiago Dantas Postgraduate Program in International Relations UNESP, UNICAMP and PUC-SP (PPGRI) (since 2011) and a professor at the Masters in Global Governance and International Policy Formulation at PUC-SP (since 2018). He is a member of the international network Global Initiative Against Transnational Organized Crime in the field of Drug Policy Reform (since 2023), was an ad hoc researcher at the Brazilian Drug Policy Platform (2021) and a consultant at the National Secretariat for Drug Policies (SENAD) of the Ministry of Justice (2023). He was a visiting researcher at the criminology department at the University of Ottawa (Canada 2017-2018) and at the Drugs and Democracy Program at the Transnational Institute (Netherlands, 2022). He has been part of the editorial board of Revista Platô: Drogas e Políticas since 2017. He was one of the coordinators (with Kojo Koram and Robert Chlala) of the workshop held at the University of London to create a Global Network on Emerging Drug Markets (2023). He has obtained funding from CNPq, FAPESP, Open Society Foundations and is currently a CNPq PQ2 Productivity Fellow (2023-2025). He has worked on the international dimension of drug control, with emphasis on the evolution of recent regulations on the cannabis market on the American continent. His latest productions include: Regulation of cannabis for medicinal purposes in Brazil: options arising from international experiences (SENAD, 2023); The international advancement of cannabis regulation and the unjustifiable Brazilian delay (IBCCRIM Bulletin, 31:369, 2023); Corporate Capture of the Latin American Medical Cannabis Market (Transnational Institute, Drug Policy Briefing, 53, 2022); From Devil's Weed to Panacea? Biopolitics of Cannabis in Brazil (with Thiago Rodrigues; Cadernos de Campo USP, 2022); Drug control, violence and capitalism in an international perspective: an analytical framework (Critical Military Studies, 2021); The Politics of Evaluating Cannabis Regulation in Uruguay (with Maurício Fiore; Novos Estudos. CEBRAP, 2021).
