The Metropolitan Region of Vitória is constituted by the counties of Vitória, Vila Velha, Serra, Cariacica, Fundão, Guarapari and Viana. Great Vitória shelters a set of industrial, port and railroad installations, interposed with the urbis in such a way that it is difficult to distinguish the city from these equipment. The whole region is a functional space for the big industrial projects.



The construction of Port of Tubarão, CST and CVRD plants attracted industrial activity to Serra region. These productive units and equipment required complementary activities, located in vast manufacture and logistic platforms linked by railroad branches. Serra became a region of strong synergetic force, sheltering large industrial plants, storage and services.



These processes had provoked intense migratory flows of workers, leading to the construction of housing projects and to the appearance of several popular quarters. Compromising the creation of work capacity and housing in proper urban conditions. Urban politics aiming to the concentration of low income inhabitants created large areas of poverty. Serra, despite the expressive economic activity, presents intense social exclusion and important environmental problems.
